Revisions to NMISC Constitution and Bylaws

NMISC established a subcommittee to conduct a review of its Constitution and Bylaws, as required to be done periodically by the NMISC Constitution. The subcommittee membership was:

The process for approval of amendments to the NMISC Constitution and Bylaws is described in Article VII of the NMISC Constitution. Section 1 of Article VII describes the process for amending the constitution as:

Amendments to this Constitution may be initiated by petition submitted by a two-thirds vote of the NMISC, such petition being submitted to the Ad Com of the NPSS for approval. After such approval, the proposed amendment shall be publicized in the IEEE TNS or TMI, and/or the NPSS Newsletter, with notice that it goes into effect unless 20 Committee members object within 90 days of the date of mailing of the notice. If such objections are received, a copy of the proposed amendment shall be mailed with a ballot to all members of the Committee at least 30 days before the date set for the return of the ballots; the ballots shall carry a statement of the deadline for their return to the IEEE office. When a mail vote of the entire Committee membership is made necessary, approval of the amendment by at least two-thirds of the ballots returned shall be necessary for its enactment.

Section 3 of Article VII describes the process for amending the Bylaws as:

Committee Bylaws, and amendments thereto, may be adopted by two-thirds vote of the NMISC, provided that notice of the proposed Bylaw or amendment has been sent to each member of the NMISC at least a week prior to such meeting. Alternatively, a Committee Bylaw or amendment may be adopted by a two-thirds mail vote of the members of the NMISC, provided a 30-day period is provided for such responses. In either event, the proposed Bylaw or amendment shall be publicized in the NPSS TNS or TMI, and/or the NPSS Newsletter. No Bylaw or amendment shall take effect until it has been approved by the Ad Com of the NPSS.

The subcommittee recommended a total of 16 revisions to the Constitution and Bylaws. NMISC approved these revisions at its mid-year meeting on 10 June 2025 and submitted them to the NPSS AdCom for their consideration. AdCom approved the revisions at their meeting held in Yokohama on 7-8 November 2025. These revisions are now being publicized in the NPSS Newsletter as required by the NMISC Constitution.

The changes to the NMISC Constitution will go into effect unless 20 Committee members object within 90 days of the date of this NPSS Newsletter publication date. Committee members are defined in the NMISC Constitution as members of the IEEE NPSS having an interest in Nuclear Medical Imaging. The changes to the NMISC Bylaws are now adopted following the approval by the NPSS AdCom and are being publicized here as required by the NMISC Constitution.

Included with this notice are three documents detailing the changes to the NMISC Constitution and Bylaws. These documents are:

  • Revision Summary: Listing of the 16 revisions to the Constitution and Bylaws, together with a background and rationale for each revision.
  • Marked Up Constitution and Bylaws: Copy of the Constitution and Bylaws with additions and deletions highlights. Each edit includes a reference number to one of the 16 revisions described in the Revision Summary document.
  • Clean Copy of Constitution and Bylaws: A clean copy of the Constitution and Bylaws with all revisions included.
